If you are experiencing performance issues -- meaning your normal use is being impacted by the current RAM usage -- then I would be concerned. Otherwise, I would *not*. Not at all. If you are being impacted then -- as others have stated -- you probably do not have enough  physical RAM in that machine. I've run Windows 10 on systems with 1GB - 16GB RAM. The "minimum runnable" level for x86 and x64 systems (where you can reasonably expect to get something done relatively quickly) is about 4GB. Really you're going to want 8GB. The reason is because the GUI-enabled systems require about 4GB to run smoothly when all the bells and whistles are enabled. If you start pruning those back then the minimum necessary goes down.This all assumes that you've got a reasonable amount of free storage space available on your system volume as well. This is necessary because of how Windows handles virtual memory. The problematic threshold is about 12% of total. Ok, it's actually somewhere around 8% but the "real" number varies based upon what you're currently doing and what the background systems additionally need. So... if you're running 4GB of RAM and are at or below 10% of remaining storage space on your Windows drive (normally the C: drive) then you should expect to experience sluggishness (or soon will).
