Can a doctor practice anywhere in India after getting permanent registration from state medical council?

The current law says YES, although there are some miscommunications at various levels. I am reproducing Section 27 of Indian Medical Council Act, 1956 below, which says“Subject to the conditions and restrictions laid down in this Act, regarding medical practice by persons possessing certain recognised medical qualifications, every person whose name is for the time being borne on the Indian Medical Register shall be entitled according to his qualifications to practice as a medical practitioner in any part of India and to recover in due course of law in respect of such practice any expenses, charges in respect of medicaments or other appliances, or any fees to which he may be entitled.”Indian Medical Council Act 1956 can be seen below. The Indian Medical Council Act, 1956So if a doctor is registered with one State Medical Council (SMC), then he/she is part of Indian Medical Register of Medical Council of India. One can check all state medical registrations in Indian Medical Register, link given below.Indian Medical RegisterSection 27 of Indian Medical Council Act 1956, allows anyone whose name is for the time being borne on the Indian Medical Register shall be entitled according to his qualifications to practice as a medical practitioner in any part of India.Hence, the answer is YES.

How can I join PHC as a medical officer after completing my MBBS course?

You can directly approach the district health officer of the district in which you want to work. He can appoint you on contract basis. If you want it to be a permanent job then you have to be selected by public service commission of that respective state. There will be no separate exam for this. Usually selection is done based on your aggregate marks secured in MBBS.Another way is to approach the district collector. But I'm not sure about this.Note: This answer is based on my experience in Karnataka. The procedure may be different in other states.

Can I have two state medical council registration at the same time in India?

Yes ,you can apply for more than 2 state medical councils for registration. You need to get a NOC from the primarily registered state medical council. Each state has little different list of documents , apart from NOC, so check out that list from the state medical councils where you wish to get registered. Procedure to get NOC also varies state wise. You can keep both or many state medical council registrations valid at the same time and no need to give up prior registrations.Medical Council of India has a provision for single registration which was supposed to be valid All India and there was no need to register separately in other states where not registered. However there is confusion regarding of MCI registration validity pan India. So if you plan to practice in another state, better to be registered with other state medical councilSome states also have online registration facility.

Can a student avail 85% quota of two states in NEET mbbs entrance exam 2018?

YES !A Student can appear in two states for 85% quota Seats of that state. Only required eligibility criteria is the DOMICILE OF THAT STATE .But to be honest with my words ,this MULTIPLE DOMICILE system has ruined a year of not few but many medical aspirants of states like Uttar Pradesh & Rajasthan . Even after scoring 550+ marks in NEET 2017 students are not able to fetch a MBBS seat in their native states. At one place a student doesn’t get even a single seat and on the other place next person blocks 3 seats - 2 via 85% quota of two states and 1 via 15% All India Quota and at the end of the day we all know that 1 seat is going to be occupied by 1 candidate. Due to this situation there occurs loss of 2 deserving students who did the equal hardwork and burned the midnight oil to every extent they could. No Offence to anybody. These are my personal views and somewhere the reality of many deserving candidates.

How do I apply for the 85% quota for various states through NEET including my domicile?

As per the NEET standard guideline, Home State quota, basically, is the reservation of 85% seats of a college in a particular state, for the students domicile to that particular state. The remaining 15% seats are available in the All India Quota (AIQ) ,and is filled by the students not domicile to the state. If the situation arises, vacant All India Quota seats can be transformed into State Quota seats, depending upon the policies of the institute. So, it must be clear that if you have a domicile in a particular state then you can apply for the 85% quota seats of the colleges in that particular state and obviously you can have only one domicile of state where you have a permanent residence, you can’t have domiciles of different states. So, it is illogical to think to apply for 85% reserved seats in different states. Private institutes may have management quota through which you can apply to get an admission.Hope this helps

If I have domicile of Bihar and I'm a resident of Jharkhand then what should be my state of eligibility for NEET?

We were living in bihar till class 10. But after that we moved to Ranchi and passed 12th from ranchi. So its depands upon u where u have passed 12th and state of eligibility my was jharkhand. If someone is domicile of state x but after that he/she go to state y to complete 12th then state of eligibility will be state y.

Under which state should I apply for 85% quota (NEET) if I'm a domicile of Bihar but have completed 11th and 12th from Haryana?

Since you have already said that you are a DOMICILE OF BIHAR , then you should apply for 85% quota from Bihar .MOREOVER , Bihar has 950 Govt MBBS seats while Haryana has 500 !!!Your DOMICILE STATE is the one where you have lived for at least 8–10 years BUT a local councillor or your SCHOOL's PRINCIPAL's sign on a domicile certificate is enough . Usually it's the state WHERE YOU HAVE RESIDED FOR THE LONGEST TOTAL PERIOD OF TIME !!!Hope this helped !!!Do not forget to UPVOTE AND FOLLOW if it did !!!CHEERS !!!!!
