Can I transfer to a University from one year of Community College?

You seriously described my whole entire plan that I had when I was a high school senior! And you know what I did? I followed it! I am almost finished with my first year of being at a community college. And I saved roughly $12,000 that I wouldn't have if I went down the path of being a freshmen at a university. I applied for my first choice for universities in November and then got accepted in December. I would have, however, applied in early October because for me the signing up for dorms had already started by the time I was accepted. So I have no clue if I will get my top choice of dorms.
Sometime in the next few months, go and visit the university that you are interested in. Make sure that you get a one-on-one meeting with this university about transfer credits. Or at least make sure that you get in contact with someone at the university about transfer credits. For me, my first semester class schedule was basically made by the university because they recommended what they would accept for credits. Also pay attention to how the credits from the community college to the university would transfer. A class at the community college may be 4 credits there but only transfer to 3 credits at the university.
In regards to that "30 semester hours of required transferable coursework at another college or university", that is about the credits. You need to earn at least 30 credits that would transfer at the university. If you were to not meet those 30 credits, this does not mean that it was a waste of time. You would be just a freshmen then. For me, I have to have 24 credits to be considered a transfer student. Which a transfer student is different from a freshmen. I know for a fact that because I will be a transfer student that I won't be placed in the freshmen dorms. You'd be treated like a sophomore. Another little thing that you should know is that you have a way better chance of getting into a university if you are applying as a transfer. This is because they won't care too much about your GPA in high school, they care about how you do in community college. Universities have a lot harder of a time turning down someone who'd be a transfer student than some high school graduate who has never stepped foot in a college classroom.

So YES, your whole plan (that is the same as the plan that I've stayed right on track with) is possible! Go for it!

Do Texas colleges allow Tennessee residents to pay in-state tuition?

"Friends" are the worst place to get advice sometimes. Go to the website of the college you are looking to attend, and search the term "In-state tuition". It should be in the admissions section or in the pdf of the college handbook. It will spell out who qualifies.

And no, I have never heard this about Texas. There are some reciprocal agreements for people who live in counties on state borders, but obviously TX and TN are not adjacent.

What state community colleges are more or less affordable for international students?

Based upon what Patti and Jim wrote, you will see a great difference across the USA for community colleges.For 30 credit hours per year (typical full time load), South Texas will charge a non-resident $3,000 for the year, where as a Community College in Massachusetts would charge a non-resident $12,000 for a year.  Add to that room and board, plus supplies and books, plus mandatory health insurance and the cost of local travel, you can Easily add $12,000 per year to that total.  So, to attend a Community College in the USA, you should plan on anywhere from $15,000 to $25,000 per year.   And you will have to show the US consulate employee in your country (or neighboring country) that you have that in Cash for the first year and in nearly liquid assets for subsequent years in order to be issued a F-1 student visa to enter the USA for studies.All the best.

Not all US high schools are as bad as that other poster made them out to be. I should know, I went to one. The problem most of the bad schools have isthat they are filled with stupid poor people. Avoid inner city schools.

In general what you want to do to be a good student is just make the teachers think you are trying hard. If you do that they will grade you easier and give you the benfit of the doubt in most circumstances.
Yes, you shoucl participate in extracurricular activities. They look good on applications and they keep you busy so you dont fall in with a crowd of drug addict losers.

you will probably get $378 per week (which is taxable). My friend who got laid off said they mail you a Visa debit card now (I can't recall the bank) and put money on it. If you want the cash, you need to go to the bank's ATM and withdraw it.

"To establish a payable claim, you must have received enough wages to meet the requirements. We use the wages paid to you during a recent 12-month period, called the base period, to calculate your benefit amounts. The base period is the first four of the last five completed calendar quarters before you filed your claim. (Calendar quarters are three-month periods beginning with January, April, July, or October.) This means that when we calculate benefits we can't use earnings in the calendar quarter in which you filed your claim, or the quarter just before that. We base your weekly benefit amount on the highest quarter earnings in your base period. We divide that high quarter's total earnings by 25 to get your weekly benefit amount. We may have to change this amount to be inside the allowed range of benefit amounts in Texas. Your maximum, or total, benefit amount is the smaller of 26 times the weekly amount, or 27% of all your wages in the base period. Your weekly benefit amount will be between $57 and $378 depending upon the wages you earned."
