"Better" is all going to depend on you. You should playtest these instruments before you buy one. Make sure you can do that before purchasing your instrument. I know lots of people that play the Buffet E11, and they sound great! I don't know many that play the E13, but I suspect you mean the R13. The Buffet-Crampon line of clarinets has always been of superior quality in the clarinet world. Personally, I play on a discontinued Selmer Prologue II, but I like it and it has served me well. My opinion is that the E11 is a good clarinet, and is reasonably priced for its quality. Depending on your specific setup, you can get an E11 to sound just as good as an R13.
