I had the same problem. You are already at the top of the career ladder. If you're trying to fulfill a goal, you would need to switch careers and get promoted to the top of that one. I recommend switching to a career where you are already best friends with the boss. Once you start working under them, you can just begin asking for promotions until you reach the top, assuming you've maxed out all of your skills.

In the Sims 3, did you know the Sims can get out of the pool without a ladder? So it depends on where you put the brick wall. If they can't get out of the pool because of the brick wall, it will depend on how much energy they had before you did this. When their energy is depleted, and they can't get out, that's when they'll die (some sims can go 12 sim hours or more on full energy). If they can get out of the pool but are contained by a brick wall, it will be when they starve to death, which depends on where their hunger level was before you did this.
