You're hiding something. 'Bike is not in my name yet' means it is not your bike as recorded. Who is it registered to? You're running with false registration - a possible stolen vehicle that will be kept 30 days in impound for investigation? Where is this happening? California, England? I got a couple bikes from Police impound after paying storage fees and showing some simple paperwork- records from DOT- why can't you, stolen perhaps or not registered in time required and you're dodging taxes? Person with Title is WHO- your mother? Impound for driving without motorcycle endorsement? Lots of reasons- all bad for you- why you can't just pay the tow and get it out. Tell us truth now.

Best bet for reasonable cost early release is for former owner but still titled person to go to impound yard and pay for immediate release with a statement that he will retain bike- you have sold back bike to him. @ Elle L: Rubbish - renaming a file from, e.g. .mp3 to .fp3 doesn't change the content of the file, only how it is seen by some software (which will then give an error when trying to use it as it's not the right content actually IN the file). It's not that easy!

That's just not acceptable in a consumer product. That process is technically known as 'hacking' (not in an internet security sense, but as in a technical workaround for a problem caused by bad or incomplete design).
