• just apply for a single entry visa, Canadian visa officer tend to refuse first time applications for multiple entry visa
• your girlfriend should leave her child behind in Thailand with her mother since this would be an additional prove of strong ties to Thailand which will make her leave Canada as stated in the visa application. That's actually the main emphasis of visa issuing officers.

It makes perfect sense.

Your girlfriend isn't coming to Canada to visit. She is coming to stay, work, and consume social services. That isn't visiting... that is immigration. Canada has laws which cover this and you two are aren't following them. Canada has these laws to protect jobs and social systems for the welfare of Canadian citizens -- who pay for them.

Same reasons there are laws which keep a bunch of people from just showing up at your home and demanding that you let them in. And if they are carrying suitcases and sleeping bags, have no jobs, no food, no medical coverage, etc. you don't have to accept their word that they are only 'visiting'. CBSA isn't that stupid either.

If you want your girlfriend to immigration to Canada... fine. Information for sponsoring a spouse for permanent residency is on the Citizenship and Immigration Canada web site. You need to be married or in a common-law relationship (at least one year of living together with proof of joint tax filings, bills, rental agreements, etc.). You must have a solid job history, residency, and sufficient savings (minimum $13,000). You must sign an agreement with CIC assuming all her debts for three years. She must undergo background checks and they may investigate your relationship -- which may include interviews. The process takes about a year for an American although sometime during the process CIC will usually issue her a temporary work permit.

Given your repeated attempts to get in her into Canada, CBSA likely isn't going to allow her in unless you sponsor her for permanent residency or obtain a temporary residency visa from the Canadian embassy/consulate in the US for the purpose of visiting. However, you are just as unlikely to convince CIC of the necessity for her to visit Canada or that they will buy that she is going to leave either.

My girlfriend lives in Canada and wants me to move in...?

My girlfriend is a Canadian citizen. She wants me to move in with her this June. I don't plan on doing anything that I don't have to be in the US to do.
