What is the best job I can get with a TWIC card?

A TWIC or a Transportation Worker Identification Credential won't "get" you a job. It simply means that you have been cleared by the US federal government to work in ports and shipping areas.  Whatever technical skills you possess along with being able to secure a TWIC is what will get you a job.As I'm writing this, I'm working at a refinery as a planner/risk assessor. Those types of positions will pay roughly $100-125K USD annually, and perhaps a little more with per diem and overtime. There are other positions (schedulers, welding inspectors, NDT (non-destructive testing specialist) specialists which will pay you as much or more either by  means of additional overtime or higher levels of per diem.Since nuclear facilities offer the highest levels of compensation of type of industrial setting which would require a TWIC, you could potentially make over $200k USD as a traveling contractor from pay,overtime and per diem working at one.

Where can I get a twic card immediately?

It isn’t going to happen immediately. While they have gotten faster in recent years, they still have to do an extensive background check and that takes time. You fill out the paperwork online at TWIC® and pre-enroll. From there, you still have to set an appointment and then deliver the required documents and they will also scan your fingerprints. They will then do the background checks and you’ll get the TWIC card in 3–4 weeks. When I got mine, it took almost 2 months and I had to make 2 trips to Houston to get it done. Kind of a pain. Sounds like it is less painful now.

Any way you can get a twic card with a felony?

Depends on the felony and how long ago it was.

A conviction for espionage, sedition, treason and terrorism is a permanent bar that can't be waived.

Certain other crimes, like murder, bomb threats, unlawful possession of explosives, some RICO violations, are called "permanent disqualifying criminal offenses," but can be waived.

Other designated felonies are considered "interim disqualifying" if the conviction was within 7 years of the TWIC application, or if the applicant was released from prison/jail within 5 years of applying.
These time periods can be waived by the Transportation Security Administration (TSA). I have been surprised by the number of waivers that TSA has granted (over 90% of over 9600 requests))

If a criminal conviction results in TSA issuing an "Initial Determination of Threat Assessment" -- meaning they won't give you a TWIC--you can appeal. About half the people who got one of these appealed. Over 97% of over 47,000 appeals have been granted.

Bottom line, (1) your felony might not be one that's disqualifying (you can get a TWIC)
(2) if it is disqualifying,and it's over a few years old and you can show you've behaved yourself, you have a good chance of getting a TWIC by going through the waiver or appeal process.

What if you have felonies? Can you still be approved for a TWIC card?

It says a security threat assessment so I assume that if they do not think you are a security threat then you should be OK. Unless felons are listed as security threats. Do they ask on the application?Transportation Worker Identification Credential (TWIC®)

If was able to get my twic card even though I have an arrest record as an juvenile..?

A Z-Card is the required U.S. Merchant Mariner’s Document (MMD). Many now call it the "Z-card". It is issued by the USCG only after you have qualified for (or applied for) your TWIC card. The Z-card however is no longer issued before your TWIC card is issued.
Chances are, if you get the TWIC you will get the Z, as it is much harder to deal with Homeland Security then it is the Merchant Marine and USCG.

For a cost of (I think) about $95.00 you can get an evaluation and a pre-approval (another $45) for issuance according to the 46 CFR 219 :

PS. No one out here in "Yahoo Answer Land" can tell you if you will get approved or not. Why? Because the issues, dates, circumstances, and details or your situation is only of concern to the proper authorities. They have rules, and they have exceptions they can make and deal with.
But I can tell you this... since your offense does involve transportation... the TWIC card will be your biggest hurdle. If your offense involved a weapon on anyone's part - you will be out of luck entirely. But don't take my word (or anyone else's) on this... Go to the link I sent you earlier, and go to their nearest office if need be... Get the facts... This is too important to get the hearsay.
