Initially they spend their own money on tech and publish scores of reviews until their channel is popular enough. then companies notice them and send them products to review.So if your blog is read by a lot of people or your channel has a lot of views, companies will automatically contact you. although initially you might be sent stuff by some local brands before getting stuff from prominent brands.

What is the best tool for prototyping a web application like Facebook or Quora?

Balsamiq Mockups (http://balsamiq.com/) is a high quality tool for building wireframes. I am a big fan because the software makes it possible to add basic functionality to mockups (i.e. linking between pages) and makes it very easy to drag and drop different elements and quickly move things around. I find it easy to rapidly move from iteration to iteration without having to do too much work - there are tons of built in components and icons that make it simple to throw together a wireframe. Balsamiq Mockups is a desktop app, but supposedly there will be a web-based version soon.
