FBI cybercrime unit virus?

Ok, so I was on the Internet and I clicked on some site, and then a huge computer lock claiming to be straight from the cybercrime FBI unit popped up. It claims that I've committed several malfesions such as watching child porn, infringing on copyright laws, and spam distribution, which to my knowledge, I have not. It gives me an ultimatum of 7 working data to correct "violations" or a criminal case will be initiated against me after paying the fine.
It wants me to give my credit card pin to pay about 500 dollars through green dot money pack to gain use if my computer back.
Thing is, while it does feature many FBI logos, there are also sponsors listed as seven eleven, Walmart, etc. which seems wired that the FBI would have those as sponsors.
It also says my "personality and address" are being identified.
I googled whether this was the real deal, and I came across many sites that said no, and that it is a ransom virus and is in no way associated with the FBI, and is caused by not regularly checking/ not having security installed on your computer. I have done neither for several years. I don't care about removal if it is a virus since it is a computer from the year 2000 and I'd just trash it.
Please help me! I have no clue what to do and I'm freaking out!

it start random times with windows start try to install different bugs malware every time
so even the installer is kind of *** without cancel or decline click
i couldn t uninstall the root of installer
i manage to delete it once from the temp in local user but it comes again after few days
