There are some courses for which this is true. However, going to a college or university is more than filling in the answers on a test. One of the most important aspects is the exchange of ideas that occurs in a classroom between students (and instructors) and the learning one does as you are exposed to the thought processes of others. Unless the distance learning course makes accommodations to allow students taking the course to interact with each other either through video conferencing or some other means, that part of your education will be lost. While distance learning easily accommodates the learning of "facts", it can provide a shallow knowledge if one is not careful.

One feasible option for you (if you really can’t devote all your time to a PhD and yet want to work for one) is a part time PhD. But please don’t go about looking for online PhD. And a better word of advice: since you have a bachelor degree in computer science, first go for a master degree course.

I studied for my instructional technology degree online for several years and since my major is also online learning (i.e. instructional technology) I can tell you that there is no "correct answer" here, just like there is no best University for regular classroom learning. It depends highly on the following factors:- What kind of learner you are? Do you prefer modern online classes with lots of interaction, or more the "old school e-learning", where you are given a book and have to work on it by yourself? - What is your budget? - What subject do you want to study? Undegraduate or graduate or even doctorate? If you are looking to study online, make sure you know what you are getting yourself into. It's not for everybody, in some cases (with subjects that are screaming for hands-on training such as chemistry etc.) no amount of great interactive online course can make up for actually doing it.
