How to make paper fire proof for free or at low costs at home....?

Nothing will "fireproof" paper. However, there are fire retardant sprays available through various outlets (see link for example). Alternatively, you could make your own fire retardant spray. To do so, you would need dissolved Borax (sodium borate) in the ratio of about 1 oz Borax per cup of hot water. The effectiveness of the retardant can be increased by adding boric acid (about 1/2 oz per cup of water). The mixture can then be sprayed onto any material made of natural fibers (such as paper, cotton, or wool). It typically will not work on synthetic fibers.
