If the gift card is truly not activated, like someone swiped it off the rack at the store and snuck it out without taking it through the cashier process… it's almost certainly just a dumb, worthless piece of plastic. The activation process conducted by the cashier is what creates the corresponding entries in the database at the payment processor, linking that card number with a stored value amount. Usually the gift card packaging is clearly labeled, “No value until activated by cashier,” so you don't waste your time and effort.I suppose you could take this “stolen” gift card and sneak it back into the store, and hand it to a cashier with some cash or your own credit card, to have it activated properly… but that hardly seems worth the risk over just grabbing a fresh one legitimately.
