I am 17 and want to be a tattoo artist?

Drawing on skin is a lot different then drawing on paper, it's moving and you're drawing with a machine and needles that can be quite heavy.
Do not become a scratcher, which is what people are when they buy their own kits and don't bother to learn how to properly do a tattoo.
Get a portfolio together, visit some shops in your area and ask if any one is looking to take on an apprentice. If they see potential in your work some one will take you on.
Just to warn you tattoo apprenticeships are not free, they can cost up to thousands of dollars, you may want to get your self a part time job on the side until you're done with the apprenticeship which can take a few years. Also you will be working at night, some shops have crazy hours.

I want to learn lock picking. How can I get a lock picking kit and learn its art?

Buy one online budk, or a real set Peterson, Southord.Then buy a good practice lock, one that can be easily rekeyed. They can be found on ebay between $20 to $60.Watch a youtube video on how a lock works.Practice. Practice. Practice.Pick while watching TV, while on the toilet.Anytime, anywhere. You are trying to develop your sense of touch and techniques so all you need is plenty of practice.

If this sandpaper is attached to a small board and the kit includes a sketching pencil then the sand paper is used to point the pencil lead. Forgive me, but if you intend on making a career out of this you should be aware that no respectable tattoo artist wants to work with someone who tattooed with an eBay "starter kit" out of their kitchen. If you go to a tattoo shop with a portfolio of drawings in hand and a desire to learn someone will take you on. You can learn how to tattoo properly, under supervision, not by guessing and endangering people. Tattoo equipment is sterilized using hospital-style equipment (autoclaves, ultrasonic cleaners), you don't have access to any of this stuff. You will only endanger anyone you tattoo.

Please, please don't do it. Get a proper apprenticeship instead.
