What is medical, semi-legal marijuana going to look like in NY state?

The law passed just yesterday by the NY Legislature is a complete political joke, and a ruse by Cuomo to make it seem that he's progressive. It bans "smoking" and only allows ingestibles, tinctures and vaporizing which defies all the convention wisdom as to safety and efficacy. Further it limits legality to prescriptions for only 20 infirmities. What's worse is that the law does not deal with how these ingestibles, tinctures and oils will be effectively manufactured or distributed. The law is a complete mess that will only lead to chaos and confusion.
