In the U.S., considering that the ambulance and fire truck were not in emergency mode, the person on the right always has the right of way.In emergency mode depending on the situation the emergency vehicle on the right would have the right of way. However, emergency vehicles running in emergency mode may ignore certain traffic regulations so most likely they would both proceed cautiously and work it out among themselves.After seeing more answers there seems to be a misconception that driver of mail trucks can do anything they want without consequences.  This couldn't be further from the truth.A mail truck does not have an automatic right of way. Logic dictates that the driver of a mail does not have the right of way at all times. I have cited postal carriers a few times when they were at fault in an accident.Motor vehicle statutes are enacted by state legislatures and are state controlled. No federal law involves a traffic statute.
