If I delete my gmail account from one device, are my emails still on my other devices?

Can I block an email address on Gmail?
Some idiot, who has obviously obtained my email address through nefarious means (I can only imagine he/she obtained it through my FB page, although my privacy settings are very high) is sending me suggestive emails. S/he (his/her name is unknown to me at presence). Yesterday, when I saw the first email, I sent an incredibly rude response which clearly stated I did not want any further contact to occur. The moron responded saying s/he was glad I had responded and continued with a bunch of suggestive remarks (albeit in rather broken English). My question, therefore is whether it is possible to block an email address on Gmail. If so, how does one do this? Any further advice on this issue would be much appreciated. What is different between Gmail, Yahoo mail and Rediffmail?
Gmail is Google's email service. Yahoo is Yahoo. Rediffmail is India's mail portal. So, unless you are in India, you wouldn't be able to use Rediffmail. Yahoo and Google are free. I don't know about Rediffmail.

Hotmail can't be configured to work with Outlook, Thunder Bird E-mail Clients, so you have to use Windows Live Mail if you plan to download your mail to your PC and read it offline. You can configure ymail and gmail to work with MS Outlook and other programs. Free hotmail disables your account if you don't login to it for 30 days and deletes all your stuff if you do not login for 90 days. Yahoo and Gmail does not delete your stuff for being inactive for 90 days. Google has the cleanest user interface. Yahoo, and Hotmail has too many ads which are in your face banner ads. You can change the wallpaper for gmail. When you logs off hotmail it sends you to MSN.com instead of the login for hotmail which can be frustrating if you check multiple hotmail accounts. Writing and sending mail in Gmail seems better and easier then hotmail and gmail. GMail is the best since it is fast, easy to use, filters spam well and not full of ADs. Plus, I got 7GB of storage for my e-mail.
In Gmail, are email drafts saved on your drive, or the servers?
All temporary stuff will be saved at Gmail server. Noted that whilst you are not connected internet, you cannon use/open up Gmail as well.By the way, in contrast, in the case of google doc or google sheet drafting, their drafts are saved both at server and your PC space. Even though you are offline, you are still able to create/edit the document through web browser. It will be then updated immediately as soon as you online.
