Question about that playstation now thing for the PS4?

Hey I have a PS4 and a friend told me that I could play PS3 games on it using Playstation Now. However when I looked it up on google to check it out it said that I was able to stream the game. The only thing is I do not know if by that it means downloading it or if i have to have a constant connection to the internet to play it. I do not have internet at my house and I have to go to a relative's inorder to do this and if I have to have a continuous connection then I don't even want to deal with it

Home was a lot like “Second Life,” except instead of being on a computer that’s built to do a wide-range of things it was a on a gaming console/multimedia device. We want to offer you choice when it comes to how you want to access content on PS Now, so you will be able to rent by title for specific games you are interested in. We’ll also offer a subscription that will enable you to explore a range of titles.
