Well, football is popular all over Europe, so that's no problem.

Lot of history... that's all over Europe, but I guess older, bigger cities have "more"?

Low crime rate - I would say the northern European countries - Scandinavia, Germany, Austria, Switzerland... for really low crime rates, try Iceland, Luxembourg, Liechtenstein, Andorra, Monaco, San Marino, or Malta. AVOID: UK, Ireland, France, Spain, Italy, most of Eastern Europe (except Slovenia). Not sure about Netherlands, Belgium.

For language, weather and cuisine, you might like Spain, but Barcelona and Madrid have a lot of crime - pickpockets, muggers, etc. Maybe some other towns are safer? Sevilla? Granada? Some places in northern Spain?

For language, you could also consider Ireland, UK, and the northern European countries where many/most people speak excellent English: Norway, Sweden, Denmark, the Netherlands, Germany, Austria, Switzerland.

I would second Berlin as a good place - lots of history, best public transportation system in Europe, maybe the world, fairly cheap to live there, very youth-oriented place, lots of bars, clubs, music, etc. - fun people. Munich would be good too, if you have more money.

What is the cheapest country to live in, in Europe?

Western European countries are more expensive than Eastern European countries.
Switzerland is very beautiful but VERY EXPENSIVE.
Romania, Bulgaria, Hungary, the Czech Republic perhaps are the cheapest but the quality of life there may not be so good as in Paris or London or Vienna or Berlin for example.
Budapest however (the capital of Hungary) is a very beautiful city on the Danube river.
Maybe Italy, Rome or Florence or Milan would be a good choice that combines less expensive with acceptable quality of life.
