You can make one yourself up on paint every PC has it. Just save an image and paste your it in and you can write on it and stuff. Microsoft word has an photo editing suite too

Using an actor’s photo, or any other person’s for that matter, without their consent, can be tricky, and I wouldn’t recommend it. Depending on what you’re using the photo for, you might need to use a model release. Here’s more information about model releases:Model Releases: What You Need to Know (With Samples)If you were thinking about using an actor that your readers like as a way to get more engagement, the reality is: you don’t have to. You can always organize your own photo shoot! You just need some friends that are willing to give you a hand, one that has a good eye for photography and one that looks like the character you want to portray on your cover. Just pick up a cool location and take some nice shots. It will be not only fun, but will give you photo material for more books, if you write in a series. Neat! But be careful, even if they are your friends, make everyone signs a release, stating that they agree to do this work for you, and that the people that are modelling agree to let you use their image (even if they’re friends, is always better to get everything in writing, and I’m sure they won’t mind.) It doesn’t have to be a complicated contract, just a basic agreement, something like this:Simplified model releaseAbout designing the cover itself, be careful. A bad cover can kill your book right then and there! If your cover sucks, the readers won’t give your book a chance, no matter how good your story is.
