I definately think so. Its an excuse to get closer to the other person, Its close enough to smell their pheremones and feel attracted to them It makes you wonder, what if we got even closer? Its an intimate experience, and only lasts a second. Its also a sexual connotation: smoking a cigarette can symbolize oral sex..and him lighting the cigarette means he's taking charge. On the surface, its also a polite gesture, almost like holding the door open for someone. It depends how its done- if there's eyecontact before hand, if he touches your arm, etc while talking,and so on- then its definately flirty and an invitation to get closer.
