I'm a Virgo and I don't always do exactly what I say I will sometimes. I have good intentions, and at the time I truly mean to. I think that in general you can count on a Virgo, but sometimes we will back out of things if something comes up and it's nothing personal. According to them they will promise something during the campaign and after the elections are done they will try to uphold their end of the promise but to think that they would do even 20% of what they are promising would be foolish on your part .
