What does TITLE EXCLUDED/EXEMPT mean?

Not 100% sure, but it seems to be a term used in Florida to describe a vehicle that can't be used on the road or registered, somewhat like other states "junk" title, a parts only car perhaps, or perhaps a salvage rebuilt that didn't pass inspection.

At any rate, it's a red flag whatever it means.

The results are usually presented in the form of percentage probability of paternity.Therefore if a father is 99.998% not excluded, it means that there is 99.998% chances of this father to be the parent of the kid who is under the comparison test.If there is another fake father who is claiming to be the real parent, his percentage probability will be definitely less than 99.998% hence the real father would be identified.The similarity cannot be 100% because this is the rule and miracle of nature, no 2 persons can have 100% similar DNA or fingerprints.
