He has the most powerful perch in Congress as head of the House Ways and Means Committee. But New York Democrat Charlie Rangel is under increasing pressure to step down as chairman in the wake of an ethics investigation over his failure to report $600,000 in assets in his Senate financial disclosure form. In recent “amendments” to his reports, Rangel acknowledged that he omitted just a few assets -- such as a Merrill Lynch Global account worth at least $250,000, holdings in PepsiCo and Yum! Brands stocks, a vacation property in the Dominican Republic and, oh yeah, up to $100,000 in rent from a Harlem brownstone that he sold in 2004 for more than $1 million.

Why did New York City voters re-elect Charlie Rangel?

Rangel has had a long career as a strong advocate for the 15th district, with tons of accomplishments both domestically (TANF among others) and internationally (Sudan, Free trade, etc). It's only in the last few years that he's been found to have unethical conduct from tax shelters, to renting out his rent-stabilized apartments, etc. Having been a brief Harlem resident, I can tell you that people have a strong affinity for him, and the neighborhood has improved drastically. TL,DR: People cared way more about what he's done over his whole career, than the unethical behavior he's been called out for.

People wanted the Dems in power, but do they actually know what they plan to do other than their usual modus operandi of complaining and whining but never offering real solutions.

That's not exactly an overwhelming mandate, although he likely thinks that it is. Brownback has built a kind of Republican paradise in Kansas, a sort of proof of concept for what can be done when taxes are lowered, government is pruned, and private enterprise is unleashed. It was this more than anything else that probably spurred his election. But in the years since, it's become apparent that Kansas hasn't zoomed upward economically. Impartial evaluations show that Kansas still lags the rest of the nation in most economic measures. Kansans don't seem to have responded by rushing home either - the state has experienced a net loss of population for many years, including the last two. Rather than being able to provide national Republican politicians with a shining example of conservative success, Brownback's lack of achievement has muted national interest and references.

He is pretty well-known throughout the district, given that he has represented it for some time, so he has earned a lot of loyalty simply because of name recognition. He also grew up here, and that kind of long-term connection is a very big deal on Long Island, especially for aging voters. Because of that, and because he has a history of supporting verterans and the military, he's fairly well-liked among Republicans, which is a solid achievement for a strong Democrat. Beyond politics, he's generally seen as a very nice, very approachable, and relatable person, evidenced by his wide victory margin in the recent midterm.

Every two years there is an election that includes every single member of the House of Representatives. If enough voter agree, they can theoretically be elected over and over for the rest of their lives, since no term limits apply. Typically, the longer a member represents his or her district, the better the “return” to their home district as they continue to command better and better committee assignments and can then “steer” jobs, government spending, and are otherwise both more powerful and more experienced lawmakers, all of which benefits (in theory) their state and district. In practice, this is very hard on districts that flip allegiances from one election to the next, as they have low seniority and experience in their representation. All of which bears on whether a member is returned by their voters to serve additional terms.
