The New York Office is where INTERNATIONAL Mail is gathered to send it to other countries. It goes from International mailr oom in one country to International Mail office/Customs in the next. Here inTampa Bay, FL--the central USPS sort facility is located at Tampa International Airport. It is a massive facility. Most packages and letters are bundled with shipments from multiple cities to make air (or ground, or rail) shipments economical. So, for example, mail from several adjacent cities going to a particular metro area are gathered all together to travel to a destination hub in that area. The workers and machines at the sort facility sort it when it arrives to be distributed to the individual post offices. From there it is dispatched on mail trucks for delivery to homes and businesses. UPS (United Parcel Service) does this in the exact same way all over the world--just on a much bigger scale than the postal service. Except that all of our packages are sorted by hand by union employees, the Teamsters.

I bought my prom dress off ebay since last month and it was suppose to arrive between may 1-may 7 the latest, but it never arrived and they told me they berly shipped it on Monday and I've been tracking it since then but im scared I wont receive on time. What does processed through sort facility ISC New York NY USPS mean?
That mail piece is either entering or leaving the USA. ISC is the International Service Center which in this case is at JFK Airport, Jamaica NY. If leaving it gets packaged for air shipment to the destination country. If arriving it goes to ISC after Customs to be processed for other places in the USA.

If your package is coming from another country, for delivery in the USA, when it gets to ISC New York it should be cleared for delivery. You may not see more scans for a day or so because it will be in transit. Packages only get scanned when they pass through the sorting machines. When in transit they are in large containers and there is no way to scan them. You package could be in a container at an airport waiting for a plane, on the plane or being transported to a Distribution Center. Sunday evening, in most places, packages get sorted for Monday Delivery. Since today is Sunday, your package may be waiting at a Distribution Center for the overnight crew to arrive and run the sorting machines. When sorting is complete, trucks take the mail to the local post offices for delivery, before the sun comes up. That depends on how far you are from New York City.
