Where can I buy a customized sweatshirt or hoodie?

Ok I have a design for a sweatshirt that I would like to have on a sweatshirt, the design is simple, but it goes all around the shirt, like everywhere (barring the inside of course). I have found some sites on the internet that let you customize a sweatshirt blank, but the problem is, is that the area you have to work with is only smack-dab in the center of the chest or back, not what I'm looking for...

So what I'm asking is where can get a sweatshirt that I can add the design to, and have it go all over the shirt, and the price has to be reasonable too, I'm not going to pay upwards of $100 for a single shirt >_>
My ideal price range is $0-$40 but nothing over $70. (yeah right a $0 sweatshirt... we all can dream)

Should I heat press print my own shirts or have a company print and supply the shirts?

if you have a LOT of time and a LOT of SHIRTS it can be very rewarding.However, it is Really, really, really, tedious and for the more than average person its way to involved.there are many nuances to screen printing that take time to learn, the learning curve is high, and the most common way people learn about what not to do is through their mistakes which is extremely time consuming, messy, and gets expensive very quickly. Honestly I looked at this several times and did a lot of research. The equipment to do it properly can be found on craigslist and ebay but in the end its going to cost you around a min. of $2500 to get started. of course you can get going for like $200-350 but you can only make 1 shirt at a time and it will take you about 2 hours to make one shirt only to find out you did it wrong.  I decided against it. There just simply is too many things at each phase that you can easily screw up that can ultimately ruin the end result. Also beware ordering silk screen printed stuff online. Always order a small batch from a new company first and then examine how they arrive. Can you easily scratch off the print?  what if you wash it 4 times, rub them together, wash them 4 more times, is the silk screen still look brand new? what if you get it wet and wring it out? does the silk screen tear and break apart? Good silk screen will hold out against those type of tests. if the silk screen easily comes off then that means you should turn and run the other direction because they will swear you did something wrong or its not their fault and blahblahblah. I hope that helps you make an informed decision.-----EDIT-----I totally misread your question but instead of changing all this information I just typed because they are usually considered together, I can just add that while heat pressing is a lot simpler and easier to perform,  the end product is often something no one wants to wear, because of the feel of this big blob on the front of the shirt and that it doesn't move with their body and with the fabric, ect. anyway that aside when buying a heat press stay away from cheap presses because they do not produce constant even heat and your transfer won't adhere properly. make sure the heat press has a digital read out gauge and specifically guarantees even heat distribution. It's still a lot of tedious work but if you have the time, it can make sense to do it yourself.
