If as Grey he could fight all of them, then as White he would more than be a match for the Witch-king; plus, he outright says that he is more dangerous than him: only Sauron can outmatch him!So as Gandalf the White, he is easily the most powerful being alive other than Sauron. As Grey, his biggest accomplishment was to take down a Balrog, a corrupted Maia who was likely way more powerful than Gandalf in his current limited form. He was able to unleash some of his true power to defeat the Balrog, however, as the Valar's restriction only applied to not using their power publicly. The Fellowship, at Gandalf's behest, fled, leaving him free to do this. Nonetheless, it was a very impressive feat: definitely something to put on his resume when reporting to Manwe and Nienna, his Vala superiors.As for his staff, there is no instance of it being recorded as possessing any actual powers: it likely was simply a useful tool through which to channel his magic, which would be limited in his chosen form. The staff certainly split when facing the Balrog, indicating that Gandalf did not need it.
