Well they might have changed there username, I block my sister on Instagram but I still Can see her account like search for it. And to in block someone it's like how you blocked them you just press the box with the arrow in the upper right corner and than press unblock

Obviously Nooo! Talking logically, you won’t get the likes back as you already blocked the user. So as per my understanding, the servers of Instagram would delete the activity of that particular user on your account. And I don’t think Instagram would be saving all this history as everyday people would be doing something crazy like you said. Hope this helps !
