Only if it's an American cruise ship or a cruise ship in US waters. Otherwise the baby would still be a US citizen based on jus sanguis, but would only qualify if Congress makes an exception.

Exactly such an exception happened with John Mc Cain. He was born to two US citizen parents in Coco, Panama, yet he is still eligible for the Presidency based on the US Congress' decision.

Let's look at the Obama case. Let's assume he was born in Kenia or on a space ship. He would still be a natural born citizen as his mother was a US citizen, without a shadow of a doubt. However, in order to be the President (and VP) of the United States, you'd also have to be born on US soil. That's not the case for somebody who was born to one or two US citizen parents, but outside the US, unless it's a US military base or a US ship sailing under US flag, which also counts as US soil.

> the laws of the nation the ship has departed from
> the laws of the nation the ship will land at
> the laws of the nation of registry of the ship

All these places are acting independently of one another, so the child might end up with a patchwork of citizenships.

Bangladesh as a country didn't exist at the time these persecuted people's grandparents moved to Myanmar, and Myanmar went by Burma in thise times.
