What If Cell absorbed super 17?
Waves is right, he is not canon. Anyway, if he did I don't think it would have changed him much since SA17 looked the same although it was more powerful so if Cell did absorb him it would only make him more powerful in my opinion, his appearance wouldn't change much.
19 and 13 are like 16 in that they are fully artificial and have no biology to them. So that would be pointless to try. Super 17 though? Despite it being GT, Super 17 would annihilate Cell before he could absorb him.

It depends. If solar energy (which has short-wave radiation) is absorbed by earth--as in through soil and rocks--it becomes long-waves which are re-emitted back into space. Unless of course they become trapped in our own atmosphere because our gases absorb them before the radiation gets into space... this is one of the reasons we have global warming. These long-waves are usually in the form of infrared. The sunlight absorbed by plants and other biological organisms, on the other hand, turn the solar energy into chemical energy, for processes like photosynthesis.
What would happen if cell aborbed Android 13,14,15,17,18,and 20?
once cell absorbed androids 17 and 18 he reached his "perfect" state. while previous androids weren't as good, and android 20 was considered inferior to 17 &18. taking that into account, if cell and absorbed all the androids you mentioned, his power would have increased by a small margin... but not as much as you might think considering all of them (with the exception of cell, 17, and 18) were destroyed by a SSJ level 1. there is also the fact that cell, 17, and 18 were organic androids while the other androids mentioned were mechanical. i don't know how successfull it would be.

Super Buu (Gohan absorbed) is so much more powerful than all of the other characters listed that most of them are negligible. I am not aware of 5th forms for Cooler, King Cold, or Frieza. I'm not even aware of a 2nd form for King Cold. But the way things were looking when they were at max power, it still wouldn't be enough to phase Buu. Although the Androids are powerful and so is Broly, they still would not be able to pull of a deathblow to Buu. His regeneration is so strong that he blew up the planet and came back from it unscathed. I honestly don't think it's clear how Goku's Spirit Bomb was able to defeat Kid Buu.Radditz and Nappa never achieved Super Saiyan, but it wouldn't matter. Super Saiyan 3 wasn't enough to defeat the original Buu, and Super Saiyan 3 is something like 8 times stronger than SSJ1. However, interestingly enough, Legendary Super Saiyan Broly has more power than even Kid Buu, but less than Super Saiyan 4. This means he would definitely be the toughest opponent for Super Buu. And in his rage, he would probably knock out all of the others too. Though it is speculative to whether or not Broly could truly annihilate Buu, we at least know he has the power level to defeat him in match rather than a fight to the death.
This isn’t really canon, since its GT, but let's say it is. She would be actually less stronger than 17 since 17 is a slightly more advanced version. However, she would still be insanely strong and capable of easily destroying the planet. SSJ4 was easily beaten due to the x10 Kamehameha that Goku used was absorbed by him, but he would still be able to destroy DBZ characters. So thus, so would Super 18.Images from Google
