and that is 4 inches and 6.4/32
.2 times 32=6.4
.2/1=6.4/32

Note that an Architect scale ruler has an inch in the tenth unit (I was an architect and the scale ruler is like a 12 inch triangle.
Also note that the .2 is 2/10 and .8 is 8/10

Your notation is very unconventional and I don’t know whether you mean 4 feet and 6 inches or 6 feet and 4 inches. The single prime is used (not really correctly) as a symbol for feet but in a compound measurement is always first.Six feet and four inches should be 6′4″ and 4 feet and 6 inches s/b 4′6″.In either case, multiply by the feet by 12 and add the residual inches.The prime and double prime are also used as symbols for arcminutes and arcseconds within the SI. It might be better to use ft and in as the symbols.
