Why is it so important to change the oil often in my vacuum pump?

Changing the oil in a rotary, oil sealed, mechanical vacuum pump is dependent on the gases being pumped. If normal air is being pumped, it is possible to not change the oil for years. If a lot a water vapor is in the process, significantly more oil changes are required because the water vapor condenses in the oil and turns it milky. This mixture can corrode and seize the pump when it is off. It is best to utilize the gas ballast when pumping on water vapor or high vapor pressure condensibles. If gases used in the process, are corrosive or highly volatile, frequent oil changes are required. It is also possible that a hydrocarbon based oil in corrosive applications may not work at all and an inert oil may have to be substituted.

If a vacuum pump is used to reduce the pressure of a closed cylinder, will the pressure finally reach to a stable pressure or it will reach to total vacuum condition? What does occur if the rpm of the vacuum pump change?

A vacuum pump is rated for the maximum vacuum it can achieve, meaning minimum absolute pressure it can reach. Limits for rotary vacuum pumps start from ultimate pressure of 50 torr (mm Hg) to 0.005 mm Hg. Few may mention 0.001 mm Hg. These highest limits among rotary vane vacuum pumps are for 2 stage pump with gas ballast.These vacuum limits apply immediately at the input entrance of pump. At any point away from pump, absolute pressure will be higher, depending on the geometry of pipe and its length, coupled with nature of vacuum chamber and its leakage rates.A vacuum pump does not pull air from chamber, but merely creates and maintains vacuum at its inlet port. The pressure difference from chamber to vacuum pump creates air flow which ultimately creates vacuum in the chamber. So you may imagine that this air or gas flow sustains only so long as there is enough pressure difference. Even with the best of efforts, you cannot exceed the ultimate vacuum of pump.To get higher levels of vacuum, you need different types of pumps in combination.Even with all the pumps and effort, you still cannot reach beyond a limit. So you always end up getting to a steady pressure in the vacuum chamber. At one point, metal walls of vacuum chamber start emitting gas particles dissolved in metal. Seals have to be of metal instead of rubber.One may note here that an absolute vacuum is not to be found anywhere in universe. In extreme places, you still have few hydrogen atoms in a given volume.So what you expect is a stable pressure if different degrees depending upon vacuum system and geometry.

What is the working principle of the centrifugal pump?
