The most important reason is that the commercial firms and financial firms operating in the global markets are used to open systems and dislike operating in economies with restrictions. Once such restrictions are removed they are willing to invest, operate and provide more loans to such countries once the remove trade restrictions. This also is perceived as a reduction in the risk of oprating and investing with that country and the country's credit rating improves. The country is perceived as willing to borrow abroad by allowing current account deficits to temporarily enlarge and deploy the foreign resources in projects and activities that would enable the country to increase its ability to export in future to pay for the loans it borrows. However, the economic policies including reduction in trade reductions must be conisitent and followed up with quicker liberalisation. Otherwise, delay dalling and slow progress in removal of trade reductions and inconsistent economic policies are not going to help.
