the only thing you can do is email your professor and ask him if its possible to use an older edition of the book. i do that for some classes, but not for others. it depends on the class. sometimes i even wait for the first day to assess how often i will need the book. for most schools you can even find sites where students from your school sell their textbooks for cheaper.

What is the difference between a custom college edition textbook (the binder books) and a regular hardcover textbook?

My college sells textbooks that are like loose leaf paper that you put in binders (that say "Custom Edition for Broward College North") and I have no use for them anymore so I was looking to sell them on EBay for maybe like $10. Officially, no, you can't. Instructor's editions are not supposed to be for sale; they are provided to professors as a courtesy by the publisher (in the hope that the prof will assign the book to lots of students and sales will go up).

If the instructor's edition contains answers to the math problems, then yes, having a copy would be considered cheating. I've taught research methods and statistics and I know that if I found a student had an instructor's copy of a text I would be very upset. I would also assign the student different problems, ones that were not in that text.

Textbooks!! Difference between different editions and student vs. teacher edition?

This is a complex question that you should probably include your instructor in. (Okay some really don't care, but most do.). The texts must change at least 10% to count as a new edition. Sometimes that 10% is crucial and sometimes it is not.
I have been telling my students that the previous edition by one is okay, and I will help them with the differences. One text, I will okay two editions back, but the first edition is so close to useless, not to bother.
When I went to college the texts changed edition every year or two and there was no internet to buy from. I was eating popcorn or Cream of Wheat 6 days a week (yes 3 meals a day), so books were not my first priority. However all of the texts I needed were on reserve at the library. It was not convenient or fun to spend all of my free time at the library, but I did, and lived to tell the tale. You can too.
I have not found that the teacher's edition has more or less than the student edition, except that it won't have the code for the student website. As an instructor, I have found those pretty useless, but sometimes you can't pass the class without that information.
Bottom line: your instructor has email, use it and ask.

Wouldn't it be great if it was just that simple. The short answer is, the book has been improved since it was first published. Many publishers require a book to be substantially modified or updated to be eligible for a new edition status. Others only expect that typos and spelling mistakes to be corrected. An author will re-read their books numerous times before publishing them and still miss mistakes. That why we hire and recognize the "Book Editor" on the inside cover. A few unscrupulous authors will list the book as the Second Edition just to get it before the public a second time. Sadly some people believe a second or third edition is better than the first and will only buy the latest edition.

the main difference is the quality of the book (hard v. soft cover, nicer v. cheaper printing, etc...)
