What's the difference between strategy and tactics?
Strategy is an overall view. In war, your strategy may be to bomb the crap out of them and then attack. Tactics is how you would conduct each bombing mission and how you would attack. Each attack will have its own tactics. If you are playing paint ball, your strategy might be to have one team go to the left and one team go to the right. The tactics will be how each team advances, maybe moving among barrels or other defensive positions.

Strategy is beyond a plan. A plan does not survive first contact with the enemy. A strategy reflects the philosophy for obtaining set of objectives or goals; it ranges from the grand strategic (overarching national objectives) to the operational military objectives (destroy country X's military). Tactics are the ways and means used by units or agencies to obtain small and intermediate objectives (e.g., kill that guy using this weapon, or freeze that guy's bank account).
