Its a figure of speech. It means you cant beleive anything the person says or take it as the truth completely. So when they say "his lips are moving" over exagerates the current situation. Meaning that as long as he is talking to you(moving his lips) chances are he is telling lies

Did you know time doesn't exist?
Most people take time for granted but it is real and mind boggling to think about . Only a change in time would allow you to stand in the same spot that I was standing in one minute from now . In other words if you and i were in a room i would have to move for you to occupy the same space. That movement and change was real .Five minutes from now does not exist . God must recreate everything that exists each second for us to get to that next five minute mark. Time is movement . Everything you see today is rapidly or ever so slightly changing with movement we call time .Even every rock is slightly changing . There are many things that are real that we cannot see but we can see their effects . For example my thoughts are only visible to you and me through the letters I am now typing . When I started typing I had not decided what words to use but time and movement of thoughts in my head helped me to formulate those invisible ideas to you in print . A few minutes ago my paragraph did not exist and would not have ever existed exactly as written if you hadn't asked the question but now it does . Your invisible thoughts have created a change that happened within the movement of time .
