I wouldn't say they've failed at all. They've had a massive impact on how new content is produced, and they have a massive user base. They're a primary driver of the new golden age of television, because they (and Amazon) broke the resulting studio/network stranglehold on content creation.As for getting universal content coverage - exclusive rights windows on content make that impossible. Some shows will always be more popular, so they'll attract a higher price from the creator. This was actually what caused Netflix to start funding its own content. Their content budget was being spent in bidding wars against Amazon. Only the studios benefitted. Now, Netflix and Amazon both have produced shows that would only have been possible on HBO or Showtime before, and they're winning Golden Globes and Oscars. Seems like a win to me.
