What TEC module model do you have in mind?The max temperature for the hot side is written in its documentation including other important details (and some are missing like the seebeck coeficient, which can be calculated from the data obtained from a datasheet).Usually, from what i see, they are limited to 80°C (atleast the ones from CUI).If possible, use a TEG for power generation, since they contain solder that melts at much higher temperatures (great for high reliability), and the ceramic plates including the semicondutors can handle higher temperatures.Thats the extend of my knowledge so far regarding your question.

I have melted the solder connector when the temperature got too hot.  Normal solder melts at 185 C and lead free 220C. The performance of the semiconductor element drops as temperature goes up. So what is a maximum temperature?  Some say 100 C. I would not take a normal room temperature module over 150 C on the hot side and certainly not operate it continuously at that temperature. As an experiment I have clamped the wires (not just soldered) to the electrodes of the module and clamped the module tight in compression and then allowed the temperature to climb to melt the solder holding the elements in place - and it still pumped heat with molten electrodes! So to be practical the temperature should not go above 100 C while the power is on and stored without power or idle maximum 150 C.

I have ignored the temperature of the air on the assumption that when a solar radiation figure is given, it includes all sources, including the air and blank sky. And also, the problem states (unrealistically) that there is no heat loss by conduction or convection.
