Police Corruption?

As a cop I think any corruption is significant, but it is proportionally a very small number of officers. As with any
entity composed of human beings, there will always be some that are corrupt. As police become better educated and trained, I think the proportion shrinks even further, and none of the officers I know will tolerate it.

I am a law enforcement officer, do I qualify for USAA?

What percentage of US "law enforcement" is corrupt?

No actual statistic on this but if I were to put a number on this I would say .0001%, and you would need to define “corrupt”.The idea that large numbers of officers are running around doing the wrong thing is not just asked without thought it is flat out dumb. You are either suggesting that ALL POLICE OFFICERS are corrupt or it would have have to be the exact opposite and virtually none are corrupt.See: Durkheim’s Theory of Social ClassANDIndividual and Society

Why is police is equal to corruption in India?

The reason is because of two reasons.First is a flaw in the constitution. The president is supposed to be the head of the executive of the government. However, he cannot operate outside the advice of the cabinet. The cabinet is formed by the party ruling in the legislature. So, essentially both the legislature and the executive are the same. A govt works well if all the three wings ie. Legislature, Executive and the judiciary are separate or completely independent.The second is, carry forward of the police system from the colonial India (this also ails the entire administrative system). British, did not want to govern India, they just wanted to administer them. So, most of the administration was a setup to control the Indians, not help India grow. We, (Even Ambedkar is to be blamed for for this as the maker of the constitution) blindly accepted the system followed by the british (without understanding the diversity in terms of language, religion, region etc. Britain as such did not have that diversity).So, the job of the police officer is not to prevent crime, but to act once the crime has been committed. Lots of laws (like PSA) have been created to prevent crime, but they are not part of crpc or IPC.So, the police officers are not interested in preempting crime. Plus the IPS is a hand down from the British colonial equivalent. So, they believe they are lord and masters (most difficult in any organisation is to change the organisational culture (reliance or Jindals despite being a conglomerate remain a Lala Company). So, these people have no accountability. The worst sentence you can give an IPS officer is suspension (which in 99% cases after a departmental inquiry gets removed). Any person, with lots of authority and no accountability will get corrupt (this is a basic norm). When the top of an organisation is corrupt, it would be foolish to expect the lower rung to become Mahatmas. Even if some of them try to become an upright officer, the legislature makes sure they get weeded out (it is common knowledge that the MPs/MLAs are the main criminals in a constituency and if any police officer tries to stop them, they can approach the home minister of the centre or the state to remove that officer).The only way to sort out this mess is to go in for a proper constitutional amendment making the president actual and functional head of the executive. This will mean a presidential form of government.

What percentage of cops are bad?

I like this question. Years ago, many, I had a teach who had his annual “10%” lecture. I bought it hook line and sinker as a high school freshman and hold to it today although 10% may be higher today!The premise….. In any group, configuration, gathering, classroom, town whatever there will be approximately 10% of those that are basically trouble.disruptive, I attention, discourtesy, rude, obnoxious, you name it. Think of your elementary, middle or high school classes. Let’s see, average class of 25 maybe. 10% would be 2.5. Now if remember correctly that would round up to 3.0.Can you think of 3 from one of your classes that fit the category? How about 2.0 on one of your sport teams? How big is your family? Figure that out on your own, no names required.Live in a small town or city? Check the numbers and see what you think. In my small town of 4700 that would mean 470. Hard to figure on how many actual residents your police or school department would place in the 10%. They may be able to help. Some people think that those that have negative contact while inside the boundaries of your town should count. We have several thousand daily travel through and or work/do business in town.The point being I tend to hold to the premise that perhaps 10% of your police department may apply. To me that would include not only the blatant bad cop but the cops that just do their job. They’re lazy and unmotivated. Shouldn’t be on the job. Robbing the take payer of product for their dollar, taxes. Department of 30 with 3 that just such not be there? Hmmm?Think about it, play with the figures. Maybe you think 5–7% or worse yet 15–20%!
