In Britain I think that expression means that the person thus described tends not to tell all that other people need to know. In parliament in Britain somebody was once described as being "economical with the truth" (almost a paraphrase of "tight with the truth"). In the British parliament the members are not allowed to use the word "liar"!

The baby lion was raised with all sheep’s by the time the baby lion started behaving like the sheep and use to not roar like lion but did maaa maaa like the sheep does . Until one day there came one lion for prey and got surprised to see that along with sheep’s there is one lion who is running afraid on me . The hunting lion took the other lion by its jaws and took him to the lake and showed his face into the lake and said you are like me , you are a lion not a sheep and roared , the other lion then also roared and became true to its nature as a lion .So we become what we think of mostly , also we sometimes need a teacher or a mentor to tell us who we really are .Choose your thoughts wisely.
