I would say the Air Force or the Navy. Both deal with cryptographic intel every day. The Air Force uses it in search radars, aircraft, and other RF tramsmitting devices, the Navy uses the same equipment on carriers, aircraft, and submarines. The Army uses crypto equipment too, and the knowledge you gain will be beneficial to you in the civilian sector, no matter which branch you join. That will be your personal preference. It's true that the Air Force is going through a drawdown, but they are not cutting out new recruits. Do well enough on the ASVAB and you shouldn't have a problem, especially if you have any prior college credits under your belt. Germany has vast opportunities compared to any other european country, and UK in IT. Pay, vacation, culture, learning experience and work standards are quite satisfactory. The only challenge you might have here is the language, which the companies expect you to know. So that, you can understand and integrate well in their social and professional career path. Some international companies do offer jobs without language requirement. Take my case, I have been working here since 2 years, and i know very basic German. I am not looking for a job at the monent. And i dont think my german is good enough for getting a german IT job. But i still get approached by HRs, head hunters for sending my CV, later interview invitations and job opportunities, which shows their is huge demand for IT jobs and asian talent.
