having a sweet sixteen is a beautiful thing but don't think about spending money you don't have. Just invite your close friends and family members and do a small party, it doesn't have to be anything big, my niece didn't have a sweet sixteen and alot of girls don't have sweet sixteens, and remember don't think about spending money you don't have or can't get.

Hmmm... sometimes people don't have to have friends come over. Maybe hang out with your family.
And how long is it before her birthday? She could try and make some friends then ask them if they could come to her birthday. But if she can't make friends that easily she should just forget about it. You don't have to have a party. And Happy Birthday to your sister! :)

Going to see a movie a movie theatre, skating at a roller rink, if there is an amusement park near by going there, going to a nice restaurant that the birthday boy or girl enjoys, renting a karaoke room, pick an intrest or hobby the birthday girl or boy has and find some place relating to that interest or hobby they can go to.
