What should I look for when buying a used tv?

Nearly all the things listed in the previous answer could be problems that are with the cable not TV.

First and formost is price and condition. If the price is really low or high ask yourself why, or better yet ask someone that works there.
Make sure that the screen and the outside case is clear of any scratches, marks, and dings. If you see many it could be an indication of abuse and may have internal problems. Check the cable connector in the back to make sure it's not loose. If it's loose it will allow interferance in the cable line and create bad reception. Make sure that ALL hookups are secure. While the tv is on, check the wires to make sure they are tight, then wiggle them. If you get flucuation in the picture, you might have problems with them down the road. If it has AV hookups. Try to find anything to check them. (VCRs work nicely) You can get interferance through the video connector if it's been used alot and you will have bad video (Yellow) Check the Audio (white and red) to make sure both of them work. I would check each one individually to check each audio plugs to make sure it gets a good connection. Check to make sure all buttons work on the tv itself. That's the external.
Make sure that the picture's color is consistant. If there are PLACES on the screen that seem to have a differant tint (usually you can see it very well on peoples skin color). If so leave it. The screen will have to be repaired otherwise. It's not something you can adjust at the menu. If it's the whole screen, someone may have messed with the color, brightness, tint, sharpness in the menu.
If it has a weird color to the screen don't count it out. Go into the menu and adjust the settings for the picture to see if you can clear it up. Again someone might have messed with it.
Check the Volume. Turn it up to test the speakers. If there is a shakey sound the speakers might be blown (at high volumes lower end speakers won't produce good sound). If it sounds good it is good.
Make sure all buttons work how they are suppose to on the controller.

When buying a used laptop, is it more important to look for certain brands or certain processor chips?

I think buying a used desktop might be a good way to save money, but I do NOT recommend buying a used notebook unless you buy it from the "outlet" of a major mfgr like dell, hp, compaq or toshiba or from a known reputable reseller like "red 7". You don't know how well the computer was treated and there are alot of ways defects in a notebook might not be readily availible. DO NOT BUY A USED NOTEBOOK FROM EBAY OR CRAIGSLIST.

both, there are some brands that are known to be as good as or better than industry standard, and some that are worse than industry standard.

Macs, dell studio, dell xps, alienware, hp, falcoln northwest, voodoo, compaq, lennovo and toshiba are known to be more reliable in general. Acer, asus and dell inspiron are about industry standard, emachines and gateway are known to be less reliable. There are alot more brands, but that is a good start.

One of the first things you want to decide is do I REALLY want a notebook? ALL notebooks are less reliable than mainstream desktops because there is less space for cooling, because they are subject to bumps and especially are succeptable to accidental damage which is NOT covered by mfgr warranty, only by an accidental damage or complete care insurance policy you buy seperately.

Desktops are more powerful for the same price, they are upgradeable and even a beginner can do simple repairs on a desktop. They have more powerful procs, vid cards and PSU's. Notebooks are not upgradable, and even basic repairs usually reqire a professional repairman. You will need to buy a new battery in about 18 months.

As far as pentium or amd, there is little difference, bith are fine. But if you're buying with an ATOM processsor, those are way weaker, that's not a notebook, that's a netbook.

The vid card is sometimes more important for some users than the processor. if you're a gamer, you need a descrete vid card and I'd recommend at least 512vramm.

If you're just surfing the net, storing music, doing minor editing of pics, most brands will suit you fine.
