Was the 80's and 90's the most peaceful period in world history AD?

Yes, except now. The 80's saw the bloody Iran-Iraq war (1980-88) with many killed (some say up to 1 million. but that seem unlikely) and the first Gulf War (Desert Storm) 1990-91. There was the usual set of nasty business in parts of Africa, notably Southern Sudan, Etheopia and the Congo (nee Zaire), civil insurrections and revolts in Sri Lanka, Burma and parts of Central America and some dodgy business in Timor, the Falkland Islands (1982) and other minor hotspots. We are in, by far, the most peaceful era of humanity. We believe peace to be the norm and it was the exception in the past when violence was more or less continuous from violent pub brawls to the more formalised mayhem we call war. Now it is in a few hotspots around the world, surrounded by vast peaceful continents. The 80's and 90's were no different to the 60's or 10's except that in some cases (Vietnam in the '60's and '70's) the US gave it more media time.Get the low-down in my book 'The Birth of Now, out this June!!!

Were the 1990s the best decade in the 20th century?

For who? In Russia, Ukraine and the Balkans the 1990s were among the the worst decade of the 20th century. Are you talking about for Americans? It was good but not the best. For Afghans and Iraqis it was awful. It wasn't too great to be Ethiopian, Rwandan or Somalian in the 1990s either. You know what? I think for most people except the rich western nations who exploited the power-vacuum left by the USSR by engaging in liberal interventionism and investing in neo-conservativism; I think the ’90s were not that great!

Libya had a civil war/revolution. It was against pro- Qaddafi supporters and anti- Qaddafi rebels. The rebels wished to overthrow the oppressive Qaddafi regime. They overall supported Democracy but some wanted to see Islam play a bigger role in government. Qaddafi lost.
Vietnam (1955-1975) Anti-Communist SOuth Vietnam fought against Communist North Vietnam. Ho Chi Minh, a communist, wanted to reunite his people. Americans supported the Anti -communist south, even though they were a dictatorship. The civil war escalated until the Americans deployed troops to the region. Eventually Communism won.
Somalia (1991- Present) In 1991 several militant clans overthrew the government. Somalia is now a failed states and is in chaos!!!!
Democratic Republic of Congo (1996-2009 *off and on*) Since the death of Mobutu sese seko, there has been a huge power vacuum, rebel groups control parts of the nation. It has been called Africa's World War.
Sri Lanka (1983-2009) off and on conflict between the Tamil Tigers in the north and the Sri Lankan Government. The fought for a separation of the Tamilese state from the rest of Sri Lanka. The tiger were extremely powerful. They are the only rebel group to have a "airforce" without outside invention, a good navy, and they prefected the sucide bomb. They victory was almost certain. But the government mad huge advances against them and in 2009 they killed their long time leader and captured their captial. The Tamil tiger were finally destroyed.
There are many civil wars also try Yemen Civil war (1962-1970), Yugoslavia in the 1990s, Rwandan in the 90s, and so many more. People love to kill each other.
