He did this by eliminating troublesome nobles from the royal council and sent intendants (men appointed by and answering to directly to the king alone) to inform the central government about their districts, enforce royal orders, and undermine the influence of regional nobility.

How did cardinal Richelieu work to increase the power of the Bourbon monarchy ?

First, he suppressed the power of protestant nobles. Essentially, you work for France, or you do not work at all.
Second, he promoted minor nobles, and even commoners to important posts. So they owed their position to the French Monarchy, and not to ancient feudal privileges.

Is there a logical argument for privacy?

I view it twofold:1. Some actions are not inherently wrong, but they are private. When you go to the bathroom, do you close the door? When you're naked, do you close the blinds? If you tell a white lie to friends or family, do you want them to know? If you have interests that deviate from the norm, do you proudly proclaim to the world? Barring some exceptions, the answers are generally no. None of those is inherently wrong, just private. I'm not comfortable with the idea that anything I say or do can be used against me in the future. 2. Information can be used against you if you are a targetDo you have old family photos where one of the kids is nude? You could be threatened with child pornography. Are you gay but not publicly out of the closet? That can be used to blackmail you. Did you go to rehab without telling anybody? You could be proclaimed a drug addict. Everyone has facts about themselves that they'd prefer to keep to themselves - and I guarantee anyone with enough information, time and energy could ruin almost all your relationships by trawling everything you've ever said to find that one disparaging thing you said about an SO or when you hid something from your parents. Haven't you ever read something you wrote 5 years ago and cringed? Now imagine someone had a permanent record of that on-file, to be pulled up at any moment. Ultimately: Privacy is important to preserve minority interests. If you deviate from 'the norm' - maybe by being a minority religion, having unusual interests, having a different sexuality, etc. then this information can be used against you. It's not hard to imagine a hundred different scenarios under which this could happen. Privacy helps prevent oppression of minority groups by majority groups.Any democratic regime by definition believes that all parties have certain rights - including the right to vote or speak up about something you believe it. The right to privacy ensures that you get to decide what you want to keep to yourself and what you'd like to share with the world. And remember: even if you are in the majority group today, you might not be tomorrow.
