If your friend does not have insurance that also covers you, you are not covered to drive the car and therefore illegal. This takes around 1 week time, if you have someone who can help you get this done in Delhi.2. Once NOC is there, you need Form 29(2 Copies), Form 30 to be filled in and submitted with RTO Mumbai(The RTO zone as per your address, for ex, if you are in Mahalaxmi you will fall into ROT Mumbai Central zone).3. These two forms to be submitted along with Form 28 from Delhi, Original RC of your car, Insurance copy, PUC copy, Draft drawn against RTO for the Road Tax + Octroi, as applicable. You need to find our this info from RTO office/agent.4. Once these forms are submitted it takes around 45 days to 6 month or 1 year or ever more. But at the time of submission they would issue you a chalan which is enough to drive your car with Delhi registration. But number change would require some time. Is it legal to drive a car registered in another state in Mumbai if we have paid a one time tax in Mumbai?

As far as I know you can drive in Maharashtra for 6 months before having to change the registration number to local one. You do that once you obtain NOC from the state your vehicle belongs to and then pay road tax in Maharashtra. But according to the law you must not drive till you have the new number plate. In practice, you cannot avoid harassment untill you have changed the number to a local one. My friend bought a bike from Bangalore and paid the local tax here about 3 years ago. Till today the RTO has not issued the new number. Once when the police has stopped us he just asked the cop to call the RTO person who was in charge of assigning the number. They two had a fight but the cop let us go. Best thing to do is get to know what is the time frame for assigning the new number in the RTO using the citizen charter. If that time has passed then next time the cop stops you explain your situation and if he doesn't listen then ask him to sieze the vehicle and tell him you want to register a harassment case against the RTO. That should get you off easily. Other option is to file a complaint in RTO and then show the complaint copy to the cops if they stop you.

Legal to drive with two (working) different style headlights?

For reasons I don't feel like typing, I will temporarily need to drive with two different headlights in my car. One is a projector beam in black housing, the other is the stock halogen headlight. They look completely different, but is it legal to have two different headlights in? They are both DOT and SAE certified btw.

The amount for road tax is calculated based on age of the vehicle and its invoice value. Failing to pay the road tax will lead to a fine of Rs.500 during the first time and this amount will double on the next encounter with the police.If the stay is not permanent but it is going to be more than a year then better head to local RTO office in the state where you are going and request them to accept short term stay road tax. Pay the tax and get a letter from the RTO officer which can be used to show to the local traffic police. Do not go for NOC of the source state because you have to go through the same procedure if you wish to go back to your state. This is tedious job.
