Similar to Pokémon Ruby and Sapphire, HM02 Fly is obtained shortly after clearing out the Weather Institute of the villainous team; your rival, May/Brendan (depending on your character's gender) will challenge you to a battle a little ways east of the Institute. Once defeated, he/she will give you the HM for Fly.

Pretty much any Pokemon with wings can learn it after you get the HM (you get it after beating the Grass gym).

Go to Celadon city, then head west till you either reach a snorlax in the way or the bike path, now use cut to cut the tree before you see snorlax or the bike path, now go up then to the left head westward, then enter a house, the girl there will talk about the house being some hideout and hand you the HM Fly. =)

But none of them have flash. Does this even matter?

What is the best HM slave in Pokémon XY?

A lot of people make the argument for Bibarel, but I would disagree. Yes, it can learn most of the HM’s, but it can’t learn Fly, which remains one of the most practically applicable HM’s of all. True, you could easily teach another one of your Pokémon Fly, given the move packs quite the punch physically and might pose no significant competitive limitations, but if we’re thinking strictly in terms of what the best HM slave for any practical situation would be…I’d (perhaps unfortunately) have to say it’d be Dragonite or Mew. Both can learn all 7 HM’s in XY, which puts them at a vast advantage over our aerially challenged friend Bibare; this makes them highly customizable for any particular situations while also posing few limitations on their competitive battle usability, given that Surf, Fly, and Dive are very strong moves independent of their HM status and the two have naturally high base stat totals.There is, of course, the natural limitation posed by these two’s obtainability and the stigma of ‘wasting’ HM’s on Pokémon of legendary (or pseudo-legendary) status. This is more of a barrier with Mew, but one can get a Dragonite relatively easily through a bit of searching and leveling up. If you fish with a Good Rod or better on Route 21 you should be able to find a Dratini or Dragonair after 20 or so minutes; from there, Dragonite only requires them to be leveled up. I’d personally recommend making it an HM slave for the time being, as it’ll prove more than strong enough to take on any challenges posed with moves like Surf, Strength, Fly, or Dive. One can very easily obtain more Dragonites post-game—I tried this strategy myself in XY and suffered few drawbacks down the road in getting a more competitive one for multiplayer duels.If you want to get a little more complex in term of strategy…Get a Bidoof from Route 3, and evolve it to a Bibarel. Make it your primary HM slave, until…Once you get a Good Rod or better, go to Route 21 and fish for a Dratini or Dragonair. It takes only 20 or so minutes, which shouldn’t be too difficult to find.Evolve the Dratini/Dragonair to a Dragonite, and swap the Bibarel for it as your primary HM slave.Obtaining another Dragonite should take a decent, but far from excessive amount of time. This’ll definitely be easier post-game, but if you’re impatient or in desperate need of a highly competitive Dragonite early on it shouldn’t be too much of a burden to scrounge for one before then.Happy hunting!
