In retrospect, sure.But in her mind, she was protecting her family. She had neither the benefit of foresight nor the overview that the reader has of the situation the characters are in. Remember: She believed that the weapon used in the attempted assassination, the one that marked her hand permanently, was Tyion's due to Littlefinger's lie(Littlefinger was her foster brother who almost died for love of her.)She also believes that the Lannisters murdered Jon Arryn due to a LIE her own sister told her.She tried to avoid Tyrion at the Inn.When she couldn't avoid Tyrion, she arrested him because she was afraid that he would report her presence and questions would arise due to her being in the Riverlands.Those questions would alert the Lannisters to Eddards secret investigations, thus endangering Eddard and her children.Everything she knew was based on lies and so she was wrong. But from her limited knowledge it was the only decision she felt she could make, since she couldn't avoid Tyrion. She clearly thought the risk of Tyrion bringing the knowledge that she was abroad in the Riverlands outweighed the risk of arresting him would bring to Ned and her family.

I have no problem with them letting them join them however, this clearly shows a major problem within this organization. They state only the anointed class has to be "born again" so in reality, their members clean up their own act. When a sinner is baptized without being born again, they just clean the outside. 2 Corinthians 5:17 Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new. In 1 Corinthians 6:11 Paul talks about people who had all sorts of horrible histories but he went on to say: "And such were some of you: but ye are washed, but ye are sanctified, but ye are justified in the name of the Lord Jesus, and by the Spirit of our God." If so, what "religious literature" was he passing out? I am sure the WT would brag on this man IF he saved a life at this college while passing out the Awake and the WatchTower but I am also sure they will disavow that Garrido was ever a JW but we know they do protect a lot of other predators.
