Is it dangerous to buy a home that is 20 meters from power lines?

No. As far as I know, there is no scientific evidence of any health hazards associated with living near power lines. There have been claims of "cancer clusters" and other health effects among people living near high transmission power lines, but none have been proven as having a definitive causal relationship between sickness and proximity to power lines.

How do I turn off the main power to my house?

You may have a "split bus" panel. The code allows up to 6 switches to turn off all the power, so some old style panels use up to 5 double pole breakers to feed the large loads, like range, dryer, hot water, then one turns off all the small single pole breakers. Look at the picture linked below, it uses 4 main disconnects, looking a the left side breaker 5,7 (using the NEMA counting method by counting odds left, evens right) it has large wires that go behind the breakers. They feed the breakers on the bottom portion. You can turn off breaker 5,7 in this picture, all the lights and plugs will go out, but the range will still be on. You can then replace a lower breakers.

If you have a panel like this you may want to be aware that most electricians will strongly recommend replacing the panel. Some have a high rate of failure, and specifically it has been reported that "Federal Pacific (FPE) had fraudulently obtained their UL listing"

How much power does a home power meter draw and who pays for it to run?

The home or business own pays for it. The draw is very minimal with the old style (rotating disks), around 2W. But now that they can be remotely read the modern versions, they use a measurable draw. While the radio transmission uses a low-power method, like Bluetooth, this is still more than the previous meter used. And it will vary with the method used, so no clear answer is available.

Can a Electricity Meter be inside the house?

I am an electrical associate from The Home Depot, and yes an electric meter can be inside the house. I know because I actually have one right now in mine! Lots of older homes have them due to the technology of the time, or even local codes that required it.

To move the meter to the outside can be done. But in terms of an estimate it would be next to impossible to give you one here since we would need to see and/or get more information on your house. Moving the meter can will also directly effect placing extra wire from the meter socket to the main distribution panel inside, so be mindful of that as well. Different electricians will charge and ascertain prices, but again for an estimate, it would be best if they came out. Local licensed electricians are aware of the various codes and regulations in your area. From what you are telling me, it maybe better just to leave everything alone as is, unless you are planning on a massive upgrade and/or have easy access to moving the meter socket outside. And with moving a meter, you will need to contact your local utility provider who owns the reader inside to see if it can be done.
