The ultimate pink stuff? Angelic Pretty. La Foret Harajuku houses many lolita and Japanese Goth shops such as H. Naoto and Emily Temple Cute. Not all lolita shops are located in Harajuku. Baby, the Stars Shine Bright's flagship is actually in a more upscale neighborhood called Daikanyama, and Innocent World seems to have only one location in Osaka, Japan.

Keep in mind that although the Japanese yen is currently stronger than the U.S dollar and that Lolita tends to be a very expensive fashion, you may be able to snag many sales during your trip that online shoppers are unfortunate to miss (for example: a pair of socks at Angelic Pretty could be $30 plus shipping online, but it could be on clearance for $10), but as in all traveling, budget accordingly.

Inexpensive fairy kei?

Hi. Unlike other Jfashions such as lolita fairy kei can be scouted out at relatively cheap places. Now there are brands such as Spank or 6% Doki that will be a bit on the pricy side. However fairykei is pastel 80s fashion so the good news it that many things don't have a specific cut or shape but rather must be pastel and should inspire from the 80s.

Online:
Bodyline: It is a site many lolitas know as one of the cheapest places to buy lolita goods. I recommend looking at their panniers and cut sews as they can be used in fairy kei along with cute otks and tights. Its relatively cheap if you can get free shipping.
DressLink: This and other similar sites are pretty much asian clothing being sold mega cheap. Shipping can be pricy however everything can be cheap. I've found some cool things I want to order from them that would look amazing in fairy kei. However u must read descriptions and comments to avoid bad items.
Etsy: Etsy is full of cute things people have made for fairy kei some may be expensive cause people made it but they sure are cute and can pull simple coords together.

In-person:
Thrift Shops: I love thrifting for finds. Just last week i got a sweater for $1 that I will wear tomorrow with pasteslls and sparkles on it.
Charlette Rue, Rue 21, Forever 21: I love all of these stores because I can find cheap cute things on sale. I once got a jumper in a light washed dinim from Rue 21 for $3 and a cute white purse with a bow for $5 I've found adorable pastel stuff at both forever 21 and charlotte rues.
Kohls: Honaslty I buy from kohl's a lot and with their deals i save big. Plus they recently started carrying the adorable jelly shoes similar to juju.
Clairs/Icing: Great place for assesories. I have problems with finding pastel stuff but when i do its adorable.
Craft stores: get crafty and make a circle skirt or a bow. The possibilities are endless.

Cool clothing styles like lolita and visual/oshare kei?

I understand that Visual Kei can be a bit OTT at times :3
And Lolita for that matter! But you could tone it down a bit. But, here's some more styles that might interest you!

Ouji (AKA Kodona)~ Prince Style, Its considered the boys style of Lolita, but can look just as good on girls as on boys.

Fairy-kei~ Not really Victorian-ish, but you still might be interested! It's based around 80s fashion.
